AFAIK kernels newer than 2.4.18 (i.e. the iptables implementation) and 
the appropriate ulogd-package for Woody is too old.
It just does not work.

We now use a backported 2.6er kernel and the ulogd-package (the 
mandatory part) from Debian Sarge and it works fine.
However you have to recompile the ulogd package for Woody to make it work.
